Passengers with a residence permit issued by Azerbaijan do not need a visa.
Passengers with a residence permit issued by Bahrain, Kuwait, Oman, Qatar, Saudi Arabia or United Arab Emirates can obtain a visa upon arrival for a maximum of 30 days. They must have: - a residence permit valid for at least 183 days upon arrival; and - a passport valid for at least 123 days upon arrival.
Passengers with a letter of consent issued by the State Migration Service of Azerbaijan can obtain a visa upon arrival. The letter must be signed electronically and can be verified by scanning the QR code on the letter.
Passengers with a Residence Permit To A Stateless Person issued by Russian Fed. do not need a visa for a maximum of 90 days.
